Regulatory Issues and Compliance

The National Energy Board (NEB) regulates over 45,000 km of interprovincial and international pipelines across Canada. The NEB’s goals are that “NEB-regulated pipelines and facilities are safe and secure and perceived to be so.” and “NEB-regulated facilities are built and operated in a manner that protects the environment and respects the rights of those affected”. To accomplish these goals, the NEB has developed and implemented a risk-based compliance oversight strategy.  Regulated companies and the pipelines they operate are risk ranked using, among others, GIS information (eg cultural and environmental) along with the pipeline attributes (e.g. pressure, product and diameter). In addition, the NEB has a geographically referenced pipeline incident database to further facilitate the risk ranking process. This presentation will illustrate how the NEB utilizes GIS data, and various GIS applications to develop its compliance strategy and provide focused, efficient regulatory oversight of its regulated pipelines and facilities.

Glenn Cameron, NEB Marta Wojnarowska, NEB

Glenn Cameron is a Senior Pipeline Engineer with the Operations Division of the National Energy Board in Calgary, Alberta. Cameron has a B.Sc. in Chemistry from the University of Manitoba, a M.Sc. in Metallurgical Engineering from the University of Alberta, and is a member of the Association of Professional Engineers, Geologists and Geophysicists of Alberta. He has over 30 years of experience in the oil and gas industry, specializing in developing and implementing pipeline integrity management programs, performing risk assessments, and implementing corrosion monitoring, inspection, and mitigation programs. This experience covers the Canadian Western basin, the lower inland United States, offshore Gulf of Mexico, and South America.

Marta Wojnarowska is a Systems Project Manager with the National Energy Board.  Marta has 16 years experience in Geomatics. She joined the Board as a GIS Analyst in 2004, with a goal to establish a solid foundation for GIS. The result is a Web-based mapping tool, iMap, accessible to NEB staff, to support application assessment, incident investigations and audits. Prior to NEB, Wojnarowska worked for GeoArctic International Services, the Department of Fisheries and Oceans and the University of New Brunswick. She also monitored two international Canada/Russia Geomatics Projects for Canadian International Development Agency. When not at her computer, Wojnarowska climbs mountains in the Canadian Rockies with a total count of 235 peaks since 2002.
